Soutien aux réfugiés de Choucha en grève de la faim dans leur manifestation pacifique le jeudi 11 Avril à Tunis
Nous sommes un groupe de 228 réfugiés du camp de Choucha, de différentes nationalités (Palestine-Somalie – Érythrée – Tchad – Soudan – Éthiopie). Il y a, parmi nous, 52 enfants, 35 adolescents sans familles ainsi que 34 personnes habitant à Médenine ayant obtenu un certificat de réfugiés de la part du HCR (Haut Commissariat aux Réfugiés). Nous avons entamé une greve de la faim illimitée depuis le 29 Mars.
Nous avons fui la Lybie pour le camp de Choucha en Tunisie où nous avons trouvé refuge, suite à la guerre et les frappes de l’OTAN, craignant pour nos vies, laissant derrière nous tout ce que nous possédions. Nous avons été surpris par la décision du HCR de nous séparer du reste des réfugiés et de ne pas transmettre nos dossiers aux pays dotés de systèmes d’asile. Nous nous sommes adressés au chef du HCR à Zarzis, Mr Hovig, qui nous confirmé son refus définitif de son organisation de transmettre nos dossiers à ces pays.
Le HCR a décidé de fermer le camp de Choucha et de nous imposer le programme d’intégration local en Tunisie alors que nous leur avions clairement signifié notre refus ferme et définitif de cette décision pour les raisons suivantes : Premièrement : Les difficutés quotidiennes que nous vivons au quotidien liées à la violence verbale ou physique, venant de quelques citoyens tunisiens et de quelques membres des forces de l’ordre.
Deuxièmement: La Tunisie est encore au stade de la révolution et n’est pas encore complètement stabilisée
Troisièmement: En Tunisie, il n’existe pas de loi préservant et garantissant les droits des réfugiés, autant au niveau des droits civils que politiques. Le HCR nous donc condamne à un destin incertain sans issues. Suite à notre prise de position, un des responsables du HCR a menacé de couper l’eau, l’électricité et de nous priver des soins de santé de base pour nous et nos enfants dans le camp de Choucha, pour nous pousser à choisir entre une mort certaine ou l’acceptation inconditionnelle de ce programme. En conséquence, nous avons décidé de rester dans le camp de Choucha peu importent les circonstances.
En tant qu’êtres humains, nous avons aussi le droit de déterminer notre destin. Vouloir nous imposer l’intégration locale équivaut à renoncer à nos droits fondamentaux, garantis dans les conventions et traités internationaux ainsi que dans les coutumes et les religions.
Par conséquent, nous appelons le gouvernement tunisien à :
1- refuser ce programme d’intégration des réfugiés en tenant compte de nos revendications légitimes. Ainsi que de s’aligner la décision du gouvernment Egyptien qui a refusé ce type de programme étant donné l’absence de législation permettant de traiter ce genre de dossiers
2- maintenir le camp de Choucha jusqu’à ce qu’une solution juste et consensuelle ne soit trouvée
3- Faire pression sur le HCR afin de reprendre le programme initial dont ont bénéficié les premiers réfugiés
Nous espérons une réponse rapide étant donnée notre situation difficile. Nous vous informons que nous avons entrepris un sit-in devant le bureau du HCR depuis le 26 Mars et entamé une grève de la faim illimitée depuis le Mars 29, et que l’ambulance de la protection civile a été empéché de venir secourir les grévistes de la faim.
Par conséquent, nous lançons un appel au peuple tunisien pour soutenir notre cause et participer en signe de solidarité à la manifestation que nous organisons le jeudi 04/11/2013 à la Kasbah à Tunis à 12h00 pour faire parvenir notre voix au gouvernement tunisien.

Support for Choucha refugees in a hunger strike in their peaceful protest on Thursday, April 11th, in Tunis
We are a group of 228 refugees from the Choucha camp of different nationalities (Palestinian, Somalian – Eritrean – Chadian – Sudanian – Ethiopian). Among us, there are also 52 children, 35 unaccompanied minors and 34 persons living in Medenine who have obtained a certificate of refugee status from the United Nations High Commissioner for Refugee (UNHCR). We would like to inform you that we began a sit-in in front of the UNHCR office which has continued since March 26th; we have also been engaged in an unlimited hunger strike since March 29th.
We fled from Libya to the Choucha camp in Tunisia where we found refuge after the war and NATO airstrikes, fearing for our lives, leaving behind all that we had. We were surprised by the decision of UNHCR to separate our cases from the rest of the refugees by not sending our files to resettlement countries. We spoke to the head of UNHCR Zarzis, Mr Hovig, who confirmed the final refusal of his organization to transmit our files to resettlement countries. The UNHCR has decided to close the camp at Choucha and to impose on us the local integration program in Tunisia. As a consequence, we made clear our rejection of this program for the following reasons:
First: The daily difficulties that are linked to verbale and physical violence coming from some tunisian citizens and some membres of the law enforcement forces.
Second: Tunisia is still undergoing a revolution and is not yet completely stabilized.
Third: In Tunisia, there is no law protecting and guaranteeing the rights of refugees, in terms of civil rights laws. The UNHCR condemns us, therefore, to an uncertain destiny without support for our issues. After we made our position clear, an official of the UNHCR threatened to cut off water and electricity, and deprive us of basic health care for ourselves and our children in the Choucha camp, to push us to choose between a certain death and unconditional acceptance of this program. As a result, we decided to stay in the Choucha camp no matter the conditions or circumstances.
As humans, we also have the right to determine our destiny. Imposing on us local integration is equivalent to renouncing our fundamental rights that are guaranteed in international treaties and conventions, as well as by most socio-cultural customs and religions.
Therefore, we call on the Tunisian government to:
1 – Reject this programed integration of refugees and take into account our legitimate demands and align the decision of the Egyptian government, which has refused this type of program because of the lack of legislation to deal with such cases.
2 – Keep the Choucha camp open until a just and consensual solution is found.
3 – Put pressure on the UNHCR to resume the initial resettlement program which was applied to the first refugees.
We hope for a quick response, given our challenging living conditions. We would also like to inform you that we began a sit-in in front of the UNHCR office which has continued since March 26th; we have also been engaged in an unlimited hunger strike since March 29th and we bring to the attention of the Tunisian authorities that an ambulance was prevented from rescuing the hunger strikers.
Therefore, we call upon the Tunisian people to support our cause and participate in solidarity in the demonstration that we are organizing for Thursday, April 11, 2013 at 12:00 Kasbah in Tunis to bring our voice to the Tunisian government.
